Kartapurkh Khalsa is the Import Compliance Attorney for National Oilwell Varco ("NOV"). His practice focuses on providing policy advice in export and import trade compliance, anti-corruption (FCPA and UK Bribery Act), and anti-boycott analysis. He is an accomplished and experienced customs attorney who represents NOV in U.S. customs and international trade laws and regulation. Mr. Khalsa partners with NOV employees to build the necessary bridges of communication across a variety of functional areas to ensure import compliance.
By creating a wide-ranging import compliance program, including the creation and implementation of policy controls regarding classification, valuation, use of special preference programs, and anti-dumping, he has helped NOV alleviate penalties and also properly manage compliance related risks. His experience representing importers before U.S. Customs and Border Protection includes internal counseling in U.S. Customs & Border Protection Focused Assessment audits though the use of NOV Internal Audit staff, outside counsel, and audit specialists. Mr. Khalsa is responsible for the review and approval of NOV communications with U.S. Customs & Border Protection, including all prior disclosures and responses to requests for information and notices of action. Furthermore, Mr. Khalsa counsels NOV’s response to inquiries from non-U.S. Customs officials, for on-site compliance training to NOV operations around the world. Countries that Mr. Khalsa specifically handles include the U.S., U.A.E., China, Singapore, Indonesia, Malaysia, U.K., Norway, Canada, Brazil, and Argentina. He is also responsible for managing acquisition due diligence processes and investigations of potential FCPA and Customs related matters.
