The Best Lawyers in America 2013’s research in recent years has revealed: “Richard Belanger is an outstanding trade and customs attorney who commands a high degree of respect, both within government and in the importing community. He does a fantastic job explaining the theory behind trade and customs law, and he knows, in detail, how customs issues need to be addressed in the real world. He is one of the most insightful professionals with whom I have ever had the opportunity to work.” The Legal 500 also quotes a client: “Richard Belanger knows 'how to get the job done, and has some of the best instincts on how to address key issues in the interest of his client'.”
Dick began his professional career at a customs brokerage, and later served in government as an attorney-advisor at the predecessor agency to U.S. Customs and Border Protection. He also served in the U.S. Army as a medical corpsman, being attached to the Americal Division in Vietnam in 1969–1970. Leeds has decades of experience in international trade law and has successfully served his clients in diverse capacities, from classification and due diligence to ITAR compliance and drawback. He has significant expertise with importing and exporting technology.
